Eligibility Requirements
  • Coastal Vessel Crew Members (E-10-1)

    Requirements under the Shipping Act: Coastal regular passenger transport business, coastal irregular passenger transport business, coastal freight transport business

    Contract conditions: Conclude crew employment contract with business for 6 or more months

    Scope of application: Ratings under Article 3(5) of Seafarers Act; ratings boarding coastal commercial vessels of 5 gross tons or more excluding fishing vessels

  • Fishing Vessel Crew Members (E-10-2)

    Requirements under the Fisheries Act: Set net fishery, offshore fishery using power-driven fishing vessels, fish catch transport business

    Contract conditions: Conclude crew employment contract on condition of providing labor for 6 or more months to business (fishing vessel of 20 tons or more)

    Scope of application: Ratings under Article 3(5) of Seafarers Act

  • Cruise Ship Crew Members (E-10-3)

    Cruise industry requirements: National cruise business operators under the Act on the Promotion and Support of the Cruise Industry, operating business using international cruise ships

    Contract conditions: Conclude crew employment contract on condition of providing labor for 6 or more months to business

    Scope of application: Cruise ships of 2,000 gross tons or more; ratings under Article 3(5) of Seafarers Act

    Basic documents: Certificate of visa issuance application (Form 21), passport, business registration, 1 standard photo

    Additional documents: Standard employment contract copy, identity guarantee, foreign seafarer employment report acceptance (issued by regional maritime affairs and port office director), coastal passenger transport business license, coastal freight transport business registration copy (for initial application or when registration items change), foreign seafarer employment recommendation (issued by regional maritime affairs and fisheries office director), 'crew capacity certificate' or '500 ton or less vessel inspection certificate' and other necessary documents, labor-management agreement company-specific T/O operation approval (if applicable)

  • E-10-2 (Fishing Vessel Crew Members)

    Basic documents: Certificate of visa issuance application (Form 21), passport, business registration, 1 standard photo

    Additional documents: Standard employment contract copy, identity guarantee, foreign seafarer employment report acceptance (issued by regional maritime affairs and port office director), set net fishery license and management vessel use designation (fishing vessel use approval) certificate, offshore fishery permit copy (for initial application or when registration items change), vessel inspection certificate, foreign seafarer employment recommendation (issued by regional maritime affairs and fisheries office director), fish catch transport business registration (only for fish catch transport business)

  • E-10-3 (Cruise Ship Crew Members)

    Basic documents: Certificate of visa issuance application (Form 21), passport, business registration, 1 standard photo

    Additional documents: Standard employment contract copy, identity guarantee, foreign seafarer employment report acceptance (issued by regional maritime affairs and port office director)
