- Individuals intending to work as captain or other essential professional personnel for ship operation employed by domestic transport companies

Employment recommendation from head of competent central administrative agency
For employment activities in free economic zones: Employment recommendation from special city mayor, metropolitan city mayor, or provincial governor having jurisdiction, or documents proving employment necessity
